Rev. Cruz was born in Aguadilla, Puerto Rico. He graduated from International Bible Institute (Chicago, IL) in 1975.

He attended Moody Bible Institute (Chicago, IL) and retired from the United States Post Office after 34 years of dedicated service; 9 of which he served as a supervisor.

He ministered as pastor in various locations over 17 years in  Aurora, Rockford and Iowa and has served as AG National Evangelist for over 15 years traveling to 9 countries. He recently received the honor of becoming a Certified Trainer for the John Maxwell Leadership program.

Rafael and his wife Gloria have been married for 46 years and have 3 daughters and 1 grandson.
